Freedom to Assemble and Speech
Rep. Smith came to a small community to see how the people felt about a bill before Congress banning smoking in public places. This was a rural town where 90% of its people were employed by the Tobacco Industry. At a community meeting, Rep. Smith heard the concerns from the Tobacco Growers, People for Free Choice, People for Better Health and the People for a Smoke-free Community. After the Rep. heard all the speeches, he/she made the decision known to the people how he she would vote in Congress. Four out of five periods had Rep. Smith voting to pass the bill to ban smoking in public places.
